The government is not doing that. We have the auction of only one
frequecy 107.1 Fm in mumbai. why ? what about 107.2, 107.0, 106.9,
etc. I hope my words are clearer by this example. The entire spectrum
as long as these frequencies show an interference which is within
tolerance. (which is an engineering problem) The government has no
right to sit on the spectrum. The spectrum belong to the public, not
to the government. the gov is a caretaker, thats all.
