It appears that in all countries there is a vested interst in making
laws as
complex as possible. A lot of lawmakers belong to the legal profession
and
the legal profession benefits the most from having laws that are
unecessarily
complex. The harder it is for lay persons to understand a law the more
money
and power is there for lawyers in the system.
