I doubt this theory. I don't think that low as the Indian politicians
are
they have yet fallen to this level. However having seen the way these
white
Ambassadors with flashing lights, blaring horns and motorcycle escorts
and
armed guards carry on on the roads unmindful of traffic rules and total
disregard of the rights  of other road users, I am not surprised that a
car
loaded with armed terrorists got through into the parliment
unchallanged,
posing as a politicians' official vehicle. Reminds me of a story.

A man stole a banana from a street vendor and ate it up. He was
apprehended
and taken to the police station. Since no other charge was considered
appropriate, he was charged with the crime of impersonating a policeman.
