Please define this "WE" who are these people?

Are they "Literate"  or  "Illiterate" people?

If literate how/were did they get their education? Did Govt.(people)
of India pay for their education?

Why are they corrupt? Is there a reason for them to be corrupt?

How can their corruption be stopped?


          Answering these questions will lead to the
          solution.....
