Saw this in India Today of 18.9.2000 by Tavleen "A joke doing the rounds in
Delhi is that if money was sent directly to the receipients [of poverty
alleviation programmes] they would have enough to lift themselves above the
poverty line."

I don't have her e-mail ad., but if anyone knows it, pl. send this to her:

"Dear Tavleen, India spends 6 (SIX) times more money on poverty alleviation
and 'social justice' than is needed to ELIMINATE all poverty in the country
were money spent directly on those below poverty line. See my article on
IPI's publications page (www.indiapolicy.org). In India we are jokers par
excellence, of the Batman (Gotham) variety."
