I dont think anything is wrong with that. I think that is because of
giving proper shape to the aspirations of people in Schedule VI Areas.
In my view it is a fit thing to recognise the aspirations of local
people in small States who are mostly tribals, rather than antagonizing
or attempting to drive them away from the national mainstream. To give
more representation to people in Meghalaya in relative terms is any day
a better thing to do. I dont think any question of parity should arise
here because any way big States have been producing powerful political
leaders in view of relative prosperity of the region. But another
question is : what do you do with reference to States like Tamil Nadu
which have done well in family planning and because of conscious
efforts, the population has been contained?  If a fresh delimitation is
conducted now on the basis of  "1 person (not man) 1 vote", those States

which have not done well in family planning will deserve more MPs than
States like Tamil Nadu. That is the reason I feel it is justified to
have freeze on the delimitations.
