this is another area where "property rights" need to be defined well
in the case of commons.Restricting noise levels is a very good step.
A community should be allowed the use of loudspeakers if and only if
they take measures to ensure that their announcements do not disturb
others. a more dicey problem is that of smell. We need to define this
well enough so that polluters pay for bad smell.
