Please help make the Manifesto better, or accept it, and propagate it!

While the observations of the Justices are indeed welcome, do not assume
that they will of themselves result in any reduction in noise. The Justices
may have an opinion but they do not have the teeth to enforce their opinion.
No Judge can stand at every street corner to ensure that his/her decision is
followed. In the end it is a responsible Executive acting in response to
public opinion, that can protect the environment and reduce pollution.
Otehrwise by now Delhi's streets would have been free of litter after the SC
or HC asked the municipality to fine people 50 rupees for throwing litter.
I have said before and I say again that PILs are not the way change can
ultimately be brought about in India. It only reduces the prestige of the
courts when they are asked to hand down decisions that are unenforceable
because the courts cannot monitor each and every function of the government.
