<For such a problem, I have two proposals: one is to put pressure on the
officials by opening a grievances page on the web (like N. Vittal has done
with the CVC, for fighting against corruption). Maybe such a page can be
hosted on IPI itself. But such a policy is only stick and no carrot.>
One big problem in dealing with government departments in India is that there
is never a well publicised or structured mechanism to air your greivances. It
is too much to hope that the people in power would voluntarily provide
effective means for redressal of complaints. In this regard your proposal for
a grievance.com is most compelling. Imagine a website where you can expose
corruption and inefficiency for everyone to see and where if the government
department or the accused official so wishes can post his response (the
carrot if you wish). The serpent will have nowhere to hide.
<The second proposal is to somehow legalize and streamline this agent
business.
I mean, booking air tickets have been streamlined by travel agents so
smoothly
who handle all the paperwork. So why not have agencies who can handle all the
paperwork for licenses and such things, and leave the customers to
concentrate
on their driving tests?>
The govt. must set its house in order . Why should the public pay where it
has an intrinsic right to get service. Does not the govt collect taxes. Is
there not a risk that the poor people who cannot afford to pay twice (once in
taxes and the second time as agent fee) may altogather be denied service.
