-- Surely this is an excellent observation and comment by Shri N. P. Singh,
and opens a large subject of useful discussion:  why do we find the
Executive in such a state of continual misdirection, confusion and collapse
that the response of citizens' has to take the form of PILs?

Let me give a different current example.  Does anyone have any idea why our
eminent President is conducting the foreign policy of India with China,
France etc?  Indian Presidents are not American Presidents.  They are
constitutional figureheads like the British monarch or the German
President.  They are supposed to be promoting good values like national
integration -- but that would mean travelling to Manipur, Tripura, J&K,
Trivandrum, Chennai, Bhubaneshwar, Jamshedpur etc...to talk to the normal
people who live there... it must be much more fun to watch guards of honour
in Beijing or Paris.

In general, my explanation of the phenomenon pointed out by Shri Singh is
that it has to do with the gross irresponsibility of the Indian power-elite
(mostly located in Delhi and a few other cities).
