While there can be no objection to your wanting to file a PIL on this issue,
it is however extremely unsatisfactory that the already overburdened courts
should have to deal with matters which fall within the realm of the executive
functions. If the Yamuna is polluted, the streets are littered, vehicles are
spewing smoke etc. why should it require the Supreme Court to tell the
executive branch of government what really is the job of the executive in the
first place. It is a sad commentary on the functioning of our system that the
people have no other venue of airing their grievances against the ommisions
and commissions of our government than to file PILs with all the involved
expense and precious time of the courts.

However good luck with your exams and the PIL after that.
