Whether a candidate or political party raises money by begging, selling
chaat, having a lottery, organising a tamasha or whatever they should be free
to do so. As long as they do not restore to extortion, selling favours or
other corrupt means they should be left to devise their own strategy. While
the lottery seems a pretty good, clean idea, in so much as it does not
involve coercion or selling favours I do not see the need for spending to be
so tightly regulated. As long as the candidate honours the terms of the
lottery with regards to paying the winners etc and drawing the winners in a
fair manner, he or she should be free to use the money as they please.

BTW I do not think that campaign financing is the only cause of Corruption it
is a very important issue.
