Dr Sabhlok's note will be ineffective and without locus standi in law unless
it is presented as part of e.g. a public interest litigation in the Supreme
Court of India.   He may want to e.g. put it to those groups in New Delhi
who deal with public interest litigation.   I may be wrong but Mr. H. D.
Shourie's group (Common Cause?) may be a good bet.
