Although a nation-wide poverty line has been defined in 1962, based on the
income needed to 'survive', separately for rural and urban areas, state-wise
(but not city wise) poverty lines have been defined (and re-defined) since
the 1980s. See R. Malhotra's article in the Indian Journal of Labour
Economics, in the late 1990s.

PERSONS WHO DO NOT HAVE CAPACITY TO FED THEIR FAMILY AND THEMSELVES WITHIN
THEIR EARNING  MAY BE UNDER BELOW POVERTY LINE.
