Mr. Rao raises the pertinent question of comparisons with other countries
and systems.   The root here is the Rule of Law, and equality before the
law, which is common to most legal systems.   We in India are peculiar in
allowing different personal laws for different communities, so for example,
bigamy is all right for some but unlawful for others.   (Equality would make
it either lawful or unlawful for everyone.)  Other countries including the
US and UK also have institutionalised inequalities before the law if one
looks closely at their societies and traditions, but none as blatantly as
us.   It is a function of our history of course, and it may become better
with modernisation.
