"Who comprises the GoI?" A more appropriate question to ask is under what
model does GoI function as an institution? So what if it is made of people?
What matters is its operational model!! For example, InfoSys is an
institution but isn't its operational model different than GoI's? Aren't they
both made up of "same" people!! Do you dig?
You have stumbled upon an obstacle that is rarely analyzed in India!!
Institutions take on a shape/form of their own. Institutions also posses a
behavioral pattern much like individuals. Think of them as living organisms
that want to feed on other living organisms - the people! Your job as a free
Citizen is to limit its power - contain its operational model.
Change the model under which rogue institutions like GoI operate!! There
is nothing wrong with the people!!!!! Indians are same as Russians,
Americans, etc. What is causing the "foul odor" in India is the model(s)
under which our rogue institutions operate!
