    Axiom?  A postulate may be.  As I have suggested in my previous message,
for enforcement to work there must be a reward system or some sort of
incentive for your enforcers.  When such officials do not have adequate
education nor a good salary, they become part of the problem - no solution in
that!!  Either you improve the incentive system for your enforcers or you
reduce the tax rate so that noncompliance becomes a nuisance.

    Regarding the high profile tax evaders, may be they have a better
incentive system for your enforcers than the Government?  In the discipline of
Charunomics, the quantum of compliance is directly proportional to .... (fill
in the blank).
