An update on what is going on:

Dear folks,

After discussion amongst a few of us, we have reopened the list, more or
less in the same format as it was before, temporarily, except that it is
being moderated. 

There are internal debates going on about the 'rules' which were
tentatively worked out earlier. We have also received some feedback from
some members. All that is being taken into account. The key constraint
right now is of technical resource and overcoming the problems we have
faced while not diluting the discussion. 

It is possible to streamline this entire thing somehow, by using more
advanced mailing software, sub-mailing lists, independent moderators
(maybe 4-5 of us could become independent moderators of sub-lists), etc. 
etc. A lot of ideas have come in. Please send in more ideas, because we
need to really expand the effort and not lose its essential flavor or
commitment to write a good document for India. This is essentially a
management issue: and while one does not how best to resolve it at this
time, we will not give up. The goal is clear: to involve as many Indians
as possible into building a consensus of what they want their leaders to
actually do. 

You will notice a few glitches in the list while the moderation process is
better understood. But I assure you that the glitches will be soon
overcome.
