Dear Friends,

I fully agree with Sanjeev's emphasis on working with facts.  However, 
in an exercise of defining a policy, one has to first define a vision.  
This as an exercise demands that the participants dream about what kind 
of a country they would like to build.  And, in doing this, if they are 
only focussing on today's reality, it may be logical, but not 
necessarily creative.  We should remember that great organisations are 
built by people who are not just extrapolating current reality, but who 
also dream.

So, I feel we too, viz. definition of vision and a clear understanding 
of today's reality have to go hand-in-hand.  However, I acknowledge the 
merit of bringing in a structure or a framework to even  a creative 
exercise like defining a vision.

P.S.: I am not aware, if such a vision has already been defined; I got 
on to the debate only in December, 1998.  If not, may be we could have 
ideas about what kind of India people would like to visualise in 2050 
AD?

I see at the bottom of my mails that this is a National Debate on System 
Reform - Rules, Procedures.  So, has there been any similar exercise on 
defining a vision for India?
