Re: A parallel society, or alternate one?

Ash and Antony bring up an interesting question.

One of key assumptions on the invitation letter to join IPI
states the following:

"Let us imagine that it were possible to have an ideal
political party in India. What would that party's manisfesto
and agenda look like? That is our specific problem"

My question is whether this is a reasonable assumption? Is it
really the case that the politicians/beauraucrats not aware of
the methods of modern governance? Or is the elite public adminstrators
are not willing to let go of the status quo? In this case no
effective policy can get an initial impetus unless the "patronage
politics" (ref source below) between the politicians and the bureaucrats

is changed.

One source of research is done by Hilton Root at Hoover Institute
who mentions that "Economic reform will not be complete until
underlying adminstrative imperatives are transformed by accountable
governance"
